We receive complaints seeking legal assistance at head office and branches. The officers of the foundation are plaintiffs themselves and file lawsuits on behalf of helpless people or in public interest. Advocates and volunteers assist legal aid candidates.
Assists concerned authorities in writing complaints of those who are illiterate or poorly educated, verifying necessary documents and collecting and preserving evidence. In cases where litigation is not required, both parties are called to settle the dispute through mediation or arbitration.
The weaknesses of the case are identified and necessary advice is given or a letter is sent to the concerned administration. The Foundation works legally to prevent and enforce rights in the following matters.
Firstly, abuse of power towards the weak, private and public negligence, trafficking, sexual abuse, rape, acid throwing, domestic abuse or violence, suppression of violence against women and children, prevention of environmental pollution, discrimination (women-men-others), matters of public importance. We are doing advocacy.
Our values are ‘integrity-morality’ and respect for all people’s religion, caste. Social and environmental responsibility, transparency and accountability. Ignorance of the people about the constitutional rights and human rights enforceable by the Constitution of Bangladesh and the relationship between the prevailing laws of the country is a major obstacle in the way of realization of rights and fundamental rights, and based on this concept BHRF has worked for some purposes.
উদ্দেশ্য ও লক্ষ্য
প্রধান কার্যালয় এবং শাখায় আইনগত সহায়তা চেয়ে অভিযোগ গ্রহন করা হয়। ফাউন্ডেশনের কর্মকর্তাগণ নিজে বাদী হয়ে অসহায় মানুষের পক্ষে বা জনস্বার্থে মামলা করে থাকেন । এডভোকেট ও স্বেচ্ছাসেবীগণ আইনগত সাহায্য প্রার্থীকে সাহায্য করে।
যারা নিরক্ষর বা সল্প শিক্ষিত তাদের অভিযোগ লিখে দেয়া, প্রয়োজনীয় কাগজপত্র পরীক্ষা নিরীক্ষা এবং আলামত সংগ্রহ ও সংরক্ষণে সংশিষ্ট কর্তৃপক্ষকে সাহায্য করে। যে সকল অভিযোগের জন্য মামলা প্রয়োজন হয় না, সে ক্ষেত্রে উভয় পক্ষকে ডেকে মেডিয়েশন বা সালিশের মাধ্যমে নিষ্পত্তি করা হয়।
মামলার দুর্বল দিক চিহ্নিত করে প্রয়োজনীয় পরামর্শ দেয়া হয়ে থাকে কিংবা সংশিষ্ট প্রশাসনকে চিঠি দেওয়া হয়। ফাউন্ডেশন নিম্ন লিখিত বিষয়ে প্রতিরোধ ও অধিকার বাস্তবায়নে আইনগতভাবে কাজ করে।
প্রথমত, দূর্বলের প্রতি ক্ষমতার অপব্যবহার, প্রাইভেট এন্ড পাবলিক নেগলিজেন্সি, পাচার, শীলতাহানি, যৌন নিপীড়ন, ধর্ষন, এসিড নিক্ষেপ, পারিবারিক নির্যাতন বা সহিংসতা, নারী ও শিশু নির্যাতন দমন, পরিবেশ দূষন রোধ, বৈষম্য (নারী-পুরুষ-অন্যান্য), জনগুরুত্বপুর্ণ বিষয়ে অ্যাডভোকেসি করছি আমরা।
আমাদের মুল্যবোধ হলো ‘সততা-নৈতিকতা’ এবং সব মানুষের ধর্ম, বর্ণের প্রতি সম্মান প্রদর্শন। সামাজিক ও পারিপার্শ্বিক দায়িত্ববোধ, স্বচ্ছতা এবং জবাবদিহিতা। বাংলাদেশের সংবিধান কর্তৃক বলবৎযোগ্য আইন সঙ্গত অধিকার এবং মানবাধিকার ও দেশের প্রচলিত আইন সম্পর্ক জনগনের অসচেনতাই অধিকার ও মৌলিক অধিকার বাস্তবায়নের পথে বড় বাধা, আর এ ধারণার উপর ভিত্তি করে বিএইচআরএফ কিছু উদ্দেশ্যে কাজ করেছে।
